Organizational Development Services

Marine Corps Systems Command (MARCORSYSCOM), Command Support, intends to award a sole source contract to Transformation Systems, Inc. (TSI) for organizational development services including organizational assessment, strategic planning, and individual employee development services to support its ongoing commitment to organizational excellence and talent retention. The anticipated effort will include assessment and training of up to 250 personnel and must commence no later than August 30, 2024. Interested sources who believe they have the capability to provide services that equal or exceed TSI’s should submit documentation that their services meet the following:

1) Based on Industrial-Organizational Psychology and Management Systems Engineering and use the engineering design process in organizational assessment.

2) Must incorporate organizational, personal, interpersonal, and motivational assessment, development and training that is informed by the organizational assessment and is addressed to both organizational leadership and the workforce.

3) Incorporate personal, interpersonal, organizational, and motivational aspects and be suited to the unique needs of Navy and Marine Corps technical organizations.

4) Recent and relevant experience providing the organizational assessment, strategic planning, and individual employee development services to Navy and Marine Corps organizations.

5) Assessment, planning and development services the product of doctorate level formulation. Vendors should clearly mark any information it considers proprietary as appropriate. The Government will hold in confidence any responses to this RFI indicating that information therein is proprietary or represents confidential business information. This is not a solicitation and there is no draft solicitation document available at this time. Interested parties may submit a capability statement.

To be considered, written capability statements must be received within seven (7) calendar days after publication of this notice. No telephonic responses will be accepted. The Marine Corps may post a competitive solicitation if responses received to this RFI indicate capable sources are available at a cost competitive with prices previously paid to TSI for like services, but otherwise intends to solicit TSI on a sole source basis as indicate above.
