Justice Prisoner Air Transportation System (JPATS) has a requirement for the renewal of Boeing aeronautical charting and mapping service licenses. The licenses and subscription services provide current and accurate navigational flight data, in electronic format to perform pre-flight planning and airborne operations. Jeppesen Military Charting Service (JMCS) provides a comprehensive worldwide data service offering military charts and enroute data.
ForeFlight Military Flight Bag (FMB) is an electronic flight bag that integrates Jeppesen charts allowing the pilots to access and display the charts within the ForeFlight app by linking their JMCS accounts. The Procurement Division (JPATS) intends to solicit from a single source and issue a purchase order to Boeing Digital Solutions Inc., 55 Iverness Dr. E, Englewood, CO 80112-5412 under the authority of FAR 13.106-1(b)(1)(i).
It has been determined that Boeing Digital Solutions Inc., is the provider of licenses for the JMCS and MFB subscription services. The Procurement Division will be the procuring center for this effort.
Performance will be from 1 October 2025 – 30 September 2026. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 488119. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Daylight Time on 9/11/2025.
Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
