Service required is a 16-hour training course that is designed to meet the needs of facility maintenance staff as they engage in routine facility maintenance that may require incidental disturbance of asbestos containing material. The service required needs to meet the minimal training requirements for Class III/IV competent persons asbestos related work as defined in 29 CFR 1926.1101.

Class III asbestos work means repair and maintenance operations, where asbestos containing material (“ACM”), including Thermal system insulation (TSI) and surfacing ACM and PACM, is likely to be disturbed. Class IV asbestos work means maintenance and custodial activities during which employees contact but do not disturb ACM or PACM and activities to clean up dust, waste and debris resulting from Class I, II, and III activities.

Under the Asbestos Hazard Emergency Response Act of 1986 (AHERA), the EPA has established procedures for the accreditation of asbestos training courses.

As a result, OSHA has defined "an equivalent course" as an asbestos abatement Contractor/Supervisor course which has been accredited by the EPA or by a state with an approved Contractor Accreditation Program in accordance with 40 CFR Part 763. Training for Class III/IV employees shall be consistent with EPA requirements for training of agency maintenance and custodial staff as set forth at 40 CFR 763.92(a)(2). Such a course shall also include "hands-on' training and shall take at least 16 hours. Anticipated to be conducted in two (2) eight hour days per week over four (4) weeks. Dates are expected to be: July 30 &31 Aug 13 & 14 Aug 20 & 21 Aug 27 & 28
