The Marine Helicopter Squadron One (HMX-1) is procuring contract logistic support, training services, and a process improvement team to improve the spares dimension of aviation readiness. This team is systematically analyzing selected supply chain processes and metrics that are significantly degrading weapon system availability for key weapon systems. Logistics is defined within the Performance Work Statement (PWS) as aviation Supply and Maintenance (Organizational, Intermediate and Depot).
The Air Force’s Customer-Oriented Leveling Technique (COLT) and Proactive Demand Leveling (PDL) Program have been implemented within HMX-1 as needed.
The attached DRAFT PWS encompasses tasks necessary to provide global logistics support, oversight, training and management services to support Aviation Supply in all aspects of logistics (supply and maintenance) and supply chain management, automated information systems (data science, requirements and production support), software applications, business system processes and analysis, inspections, readiness, inventory, training, system access, technical writing, graphics illustration, and financial management.
Additionally, it encompasses all modeling and analysis activities necessary to support the HMX-1 process improvement team in improving spares support for Navy and Marine aviation. These efforts include analysis of readiness degraders, analysis of supply chain metrics/goals and implementing, maintaining, and operating COLT and PDL for HMX-1.
The contractor shall provide personnel with the requisite technical expertise to meet logistics mission requirements in support of categories listed above, install and set up various brands of computer systems, and train individuals on the operation of these systems and associated software. Contractor personnel shall provide analysis and troubleshooting assistance, training related to logistics support and conduct assessments for afloat and ashore activities. Contractor personnel shall work with applicable government personnel in developing solutions and work with ashore/afloat personnel in correcting problem(s).
