Carahsoft VMWare Software Licenses and Maintenance DoD ESI

This is a notice of intent to sole source a procurement under FAR Subpart 8.4 Federal Supply Schedules and FAR 8.405-6(a)(1)(i)(B) – soliciting from a single source. This requirement is for Carahsoft VMWare licenses/subscription. The applicable NAICS Code is 513210 - Software Publishers.

The USMC Regional Contracting Office (RCO) – Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to Carahsoft Technology, Corp; 11493 Sunset Hills Road, Suite 100, Reston, VA 20190. The DON ESL Team has established a 3-year agreement (1-year base ordering period, with 2 (one-year) option ordering periods) single award Blanket Purchase Agreement (BPA) with Carahsoft Technology Corp. on behalf of the DON.

Carahsoft is an authorized VMware reseller holding a General Services Administration (GSA) Multiple Award Schedule (MAS) IT contract. Per DFARS 208.7402, departments and agencies shall fulfill requirements for commercial software and related services, such as software maintenance, in accordance with the DoD Enterprise Software Initiative (ESI). As such, DoD ESI BPA is the mandatory source for software and software maintenance agreements.

The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(iii), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency.

Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
