Joint Base San Antonio has a brand name requirement to procure Daikin Smart Source Compact Vertical Water Source Heat Pumps, Model GCV-Vertical .75 ton, from a singular manufacturer for all current and future renovations of dorms in buildings 1469,1475,1479, 3312, and 3314, consisting of 600 dorm rooms per building, on Ft. Sam Houston. Water source heat pumps were originally designed and installed for each METC Dorm during the construction period from 2009-2012.
The METC dorms utilize a closed-loop system and only these Daikin heat pumps can operate within the buildings existing HVAC system and controls. This specific water source heat pump model is required to maintain the buildings unique climate control system. Without it, the comfort and safety of the Airmen, Soldiers, and Sailors housed in these dorms is at risk. The system is not compatible with other models.
While other water source heat pumps are available, they do not meet the precise specifications of this system, and no other alternative can provide the same functionality. This will also reduce the total cost of ownership by eliminating inefficiencies and duplication in cost by reducing the need to train the METC Dorm maintainers on multiple different systems, and eliminates the need to install a different control system entirely.
Standardization will allow maintenance and repair to be done in house as the primary option versus contracting out these services. This specific heat pump was selected by the 502d HVAC shop, and the stock for repairs already exists, eliminating the need to purchase stock parts from multiple manufacturers. Any interested responsible party that believes they could manufacture a system that is equally or otherwise uniquely capable of meeting the requirements should submit a capability statement.
You must also submit supporting evidence in sufficient detail to not only demonstrate the ability to fulfill the requirement but also demonstrate that competition would be more advantageous to the Government.
