Notice of Intent to Single Source - RALS Software License and Support

The Indian Health Service, Navajo Area, Gallup Service Unit in Gallup, New Mexico intends to negotiate a single source award to Abbott Rapid Diagnostic Informatics (UEI: H6ZLTSJFD465), Inc for software licenses and technical phone support services for the RALS software. The software is used to manage all data, reagent lot numbers, maintenance and, quality control. The associated server has the capability to connect to RPMS. These support services include:

trouble-shooting guidance and access to RALS software patches, new instrument drivers (programmed communication specifications for individual laboratory waived testing instruments) and, new versions of RALS management software as they are available. The period of performance is for one base year and four, one-year options. NAICS 541512 with a small business set aside standard of $34.0 million applies.

The statutory authority permitting other than full and open competition is FAR 13.106-1(b), purchases not exceeding the simplified acquisition threshold may be solicited from one source if it is determined that the circumstances of the contract deems only one source available. This notice of intent is not a request for quotations and a solicitation will not be issued in conjunction with the notice of intent. Any vendor that believes it can provide the stated supplies may provide a capability statement.

Verbal responses are not acceptable and will not be considered. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition or proceed with a single-source award.
