Intent to Sole Source: Vitalant Research Institute for Blood Product Supply for Zuni Comprehensive Community Health Center

The Albuquerque Area Office, Indian Health Service, Zuni Comprehensive Community Health Center (ZCCHC) 21B Avenue Zuni, New Mexico 87327 is hereby submitting a notice of intent to sole source a contract under statutory authority 41 U.S.C 3304, set forth in Federal Acquisition Regulation FAR 13.106-1(b)(2), only one source being available to meet the Government’s needs, also Brand Name or Equal (AUG 1999) to Vitalant Research Institute.

This contract will be open market, firm fixed price with a period of performance of base plus four (4) option periods to renew. The propose contractor is the only organization qualified to provide the required services to ensure there is no interruption in services that will negatively impact direct patient care.

Vitalant Research Institute shall provide quality blood products supply available for transfusion, blood components include, packed red blood cells, fresh plasma or platelets to the Laboratory department at Zuni Comprehensive Community Health Center. The North American Industrial Classification System (NAICS) code for this requirement is 621991 Blood and Organ Banks with size standard in $40.0 millions of dollars. The Product Service Code (PSC) is 6505, Drugs and Biologicals.

The estimated total value is above the simplified acquisition threshold. The contract is estimated for final completion by July 31, 2029. The is not a request for quotations and a solicitation will not be issued in conjunction with the notice of intent. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. The Government will not be responsible for any costs incurred for responding to this notice.

The responses shall provide convincing evidence, that competition would be advantageous to the Government. These responses will be considered in determining a competitive procurement in the future.
