The Air Force Research Laboratory (AFRL), Space Vehicles Directorate, Integrated Experiments and Evaluation Division (RVE), will host an Industry Day at Kirtland AFB, NM on 26 July 2024 at the Philips Research Conference Center, for the Space Systems and Hardware Integration for Novel Experiments (SSHINE) acquisition. Based on the market research results from the Request for Information (RFI), SSHINE is anticipated to be a Small Business Set-Aside.

The purpose of Industry Day is to provide interested parties and potential offerors an opportunity to receive information on the SSHINE acquisition, to ask questions and provide feedback on the draft requirements documents (Attachments 5-8), and to tour the facilities that will be an integral part of SSHINE.

In addition, the Industry Day will offer opportunities for potential offerors to communicate directly with SSHINE program managers about requirements, and to express desire in one-on-one sessions with the SSHINE team. All approved visitors MUST arrive at the Philips Research Conference Center, Building 201, Kirtland AFB, New Mexico on 26 July 2024. Industry Day is scheduled from 7:30 a.m. – 5:00 p.m. Mountain Daylight Time (MDT) (Attachment 4, Kirtland Map - West).

Approved visitors will be transported on a Government bus to the facilities included on the tour. This is an excellent opportunity for the Government and industry partners to meet, to enhance awareness, to stimulate competition, and to facilitate collaboration and teaming arrangements for SSHINE. The classification for the briefing and tour is unclassified.

Attendees must complete a Visit Request and an Industry Day registration form in accordance with Attachments 2 and 3. Attendees must be U.S. citizens and no more than two (2) personnel per company will be allowed to attend the site visit. Electronic devices, including but not limited to portable computers, cameras, cell phones, thumb drives, key fobs, smartwatches, etc., are prohibited. This announcement is for information and planning purposes only for the upcoming SSHINE acquisition.

It does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the Government. Attendance is not required for proposal submittal should an RFP be released. All parties interested in attending Industry Day MUST complete an Industry Day Registration form (Attachment 2) and Visit Request (Attachment 3). Return both to Mr. Christopher Garcia via email at christopher.garcia.62@spaceforce.mil, no later than 3:00p.m.

MDT on 19 July 2024. Draft SSHINE requirements documents are attached and provided for industry review. Questions about the requirements documents are desired to be submitted in advance via email, and will be responded to at Industry Day.

Additionally, interest in one-on-one sessions must be sent via email, dependent on number of interested vendors, will determine length of one-on-one sessions, available Government team members, virtual or in-person sessions, and vendor presentation material and personnel attendance required.

Requirements documents questions and one-on-one session requests must be submitted by email and shall be directed to Ms. DeAnna R. Salazar at deanna.salazar@spaceforce.mil and shall be received not later than 3:00 p.m. MDT on 19 July 2024. Industry Day one-on-one sessions will be held virtually only through Microsoft Teams on 30 Jul 2024 from 8:00 a.m. – 12:00 p.m. Session duration, time slots, and meeting invites will be set after the deadline for one-on-one sessions, listed in the previous paragraph.

During these sessions, recording will not be allowed. Questions are encouraged to be submitted to the Contracting Officer in writing before the start of the session for efficiency. All other questions shall be directed to Ms. DeAnna R. Salazar at deanna.salazar@spaceforce.mil. AFRL/RV Contracting encourages continual monitoring of SAM.gov for any announcements, solicitations, amendments, and/or otherwise of all opportunities provided.
