Intent to Sole Source: Mobile Mammogram Unit to Provide On-Site Mammography Services

The Navajo Area Indian Health Service, Tsaile Health Center, intends to award a non-competitive, sole source purchase order to proposed contractor, Assured Imaging Women’s Wellness of Southern Arizona, LLC. Sole Source authority cited FAR Part 13.106-1(b)(1)(i) - Only one source is capable of providing the supplies and services required at the level or quality required because the supplies and services are unique or highly specialized.

Assured Imaging Women’s Wellness of Southern Arizona, LLC is the only company to have the Mobile Mammogram Unit that will provide on-site mammography services to the patients of Tsaile Health Center. They will provide bilateral / uni-lateral images for high risk patients and annual exams at both the Tsaile Health Center and Rock Point Field Clinics.

The proposed contractor has a reliable patient sample correlation with all three Chinle Service Units outpatient departments and all utilize the same Mobile Mammogram Unit. Also, CSU is in collaboration with the Navajo Nation Breast and Cervical Cancer Prevention program which is contracted with the Mobile Mammography company and they provide the mammogram services. Period of Performance 03/01/2024 - 12/31/2024.

The Proposed Contractor is the only organization uniquely qualified to provide the required services to ensure there is no interruption in services that will negatively affect direct patient care. This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Last day to provide affirmative written response is January 19, 2024, 1:00PM MDST. A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 13. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
