INTENT TO SOLE SOURCE: GOLD STANDARD DIAGNOSTICS

The Navajo Area Indian Health Service, Chinle Comprehensive Health Care Facility, Laboratory Department intends to award a non-competitive, sole source to proposed contractor, Gold Standard Diagnostics for the AIX1000 Platinum Service Agreement. Authority cited FAR Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.

The Proposed Contractor shall provide Maintenance and Support Agreement – Platinum for 00400 AIX AX2304-296 product, Warranty and Limitations and the following Services Summary; Telephone/On-line support, On-site Service Visits with 2 Business Day Response Time, Unlimited Service Visits for emergency repair for any errors, All costs associated with repair (includes travel, Covered Parts, and labor), One preventative maintenance visit per year, Priority scheduling for requests for service, and Product Updates and Modifications as needed; to perform the automated RPR Testing services at the Chinle Comprehensive Health Care Facility for Fiscal Year 2025, period of performance date of award 04/01/2025 – 03/31/2026.

The Proposed Contractor is the only certified service vendor uniquely qualified and the only source providing services, parts, reagents & consumables and software for the AIX1000 system. The AIX1000 is a fully automated microtiter plate processor that is able to completely perform sample processing steps including dilutions, dispenses, and incubations. The AIX1000 is controlled by a custom software program.

The Proposed Contractor is the only vendor to maintain the life of the instrument, including but not limited to supplies, reagents, consumables, any instrument enhancements, modifications and/or software updates. This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by 01/06/2025, 1:00PM MST, the contract will be issued without further notice. A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
