Direct Internet Services for OEHE Field Offices

The Navajo Area Indian Health Service (NAIHS), Division of Acquisition Management and Contracts, intends to negotiate a single-sourced, firm fixed price contract with Navajo Tribal Utility Authority (Unique Entity ID # N545DUC9BCR1), under the authority at FAR 13.106-1(b)(1)(i): For purchases not exceeding the simplified acquisition threshold.

Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Navajo Tribal Utility Authority (NTUA) is able to provide Direct Internet Services for the field offices located in Tuba City, Arizona and Fort Defiance, Arizona.

NTUA is the only Local Exchange Carrier (LEC) in the region and are the sole owners to the current existing equipment at the field sites. The period of performance is from April 1, 2024 to January 31, 2025. The NAICS code is 517810, with an associated small business size standard of $40.0M. This notice of intent is not a request for quotations or proposals, and a competitive solicitation will not be issued.
