INTENT TO SOLE SOURCE: Sysmex America, Inc.

The Navajo Area Indian Health Service, Chinle Comprehensive Health Care Facility, Laboratory Department intends to award a non-competitive, sole source to proposed contractor, Sysmex America, Inc. for Hematology analyzers and all necessary reagents and consumables for Instrument operation, business hours service & remote calibration assistance, and unlimited virtual training. Authority cited FAR Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.

The Proposed Contractor shall provide services for new (5 year) lease agreement for Hematology Analyzer services at the Chinle Comprehensive Health Care Facility for Fiscal Year 2024, Period of Performance: 04/01/2024 to 03/31/2025.

The Proposed Contractor is the only organization uniquely qualified to provide the required services for annual renewal Lease agreement for Hematology analyzers, also included are all necessary reagents & consumables for Instrument operation, business hours service & remote calibration assistance, & unlimited virtual training.

This is Exercising the First Year Option for lease agreement to include 2 new Sysmex XN2000 Hematology Analyzer, 2 Reagent wagons, 1 CellaVision DM1200 (automated cell review) 1 Cella Vision Advance RBC and body fluids software. This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by March 18, 2024, 10:00AM MST, the contract will be issued without further notice. A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
