The Navajo Area Indian Health Service, Chinle Comprehensive Health Care Facility, intends to award a non-competitive, sole source purchase order to proposed contractor, Lorraine A Terrell;

DBA: Speedy Septic Tank. Sole Source authority cited FAR Part 13.106-1(b)(1)(i) - Only one source is capable of providing the supplies and services required at the level or quality required because the supplies and services are unique or highly specialized.

The Proposed Contractor shall provide an infrastructure with electronic billboard to display services on and off to raise the awareness of health disparities, heighten the awareness of the Chinle and surrounding communities / CSU staff / CSU patients about the health improvements opportunities available to them and as well as an effort to improve communications within the Chinle Comprehensive Health Care Facility, which is located in Chinle, AZ.

This is for an existing infrastructure system and software that is already installed and in use within the Chinle Comprehensive Health Care Facility Service Unit. Authority cited 41 U.S.C. 3304(a)(1), FAR Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The Proposed Contractor shall provide billboard services to Chinle Comprehensive Health Care Facility. Fiscal Year 2024 - 2025, Period of Performance is from 04/01/2024 to 03/31/2025.

The Proposed Contractor is the only organization uniquely qualified to provide the required services for the Health Promotion to ensure that there is no interruption in services that could impact direct patient care. This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by January 19, 2024, 3:00PM MST, the contract will be issued without further notice. A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
