The Defense Health Agency (DHA) U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price sole source contract on behalf of the Navy Medicine Readiness and Training Command (NMRTC) Yokosuka to Syneron Candela, located at 6-8-7 Ginza, Chuo-ku, Tokyo 104-0061 Japan, under the authority FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).
This requirement is for the acquisition of periodic maintenance and calibration services for the Syneron-Candela Gentlemax Pro, SN:9611, equipment. Maintenance service shall be provided within the original equipment manufacturer (OEM) specifications and only an OEM authorized manufacture contractor may perform maintenance services.
The Field Service Engineer (FSE) shall have comprehensive knowledge of the equipment through manufacturer training and have a certificate for training completion, and access to OEM parts in Japan, which will significantly reduce downtime. The FSE shall provide periodical maintenance, calibration and repair, and Syneron Candela is the only certified provider. Only Syneron Candela is able to perform the preventative maintenance and calibration on the existing OEM equipment identified in this requirement.
No other source is available that can complete the maintenance required. This is a notice of intent to issue a contract on a Sole Source basis. This notice of intent is NOT a request for quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Interested persons may identify their interest in writing, to the Government point of contact. Responses to this notice must be received no later than 2:00 PM Eastern Standard Time, 29 May 2025.
