Notice of Intent to Award Sole Source- Institutional Accreditation

Notice of Intent to Award Sole Source Defense Counterintelligence Security Agencey (DCSA), Center for Development of Security Excellence (CDSE) located at Linthicum, MD intends to award a sole source contract to the Council on Occupational Education (COE) for the following product: accreditation consulting and administrative services for completing and complying with the COE requirements to maintain and sustain the Center for Development of Security Excellence (CDSE) institutional accreditation program.

See the attached Performance Work Statement for a detailed description. The NAICS code is 611430 – Professional and Management Development Training, with a size standard of $15M. The Product Service Code (PSC) code assigned to this requirement is R420: Certifications & Accreditation Services. The determination not to compete this requirement was made pursuant to 10 USC 2304(c)(1), only one responsible source.

The Government intends to procure this sole source requirement under the Simplified Acquisition Procedures in FAR Part 13.106(b)(1). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 10:00 a.m. Eastern Time on June 4, 2024, award will be made without further notice.

A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
