DESCRIPTION OF WORK: Defense Commissary Agency proposes to increase the capacity and time of its Architect-Engineer (A-E) Multiple Award Task Order Contract (MATOC).

The MATOC pool consists of six contracts: HDEC0318D0003……..RS&H Inc. HDEC0319D0001……..Cromwell Architects Engineers Inc. HDEC0319D0002……..CTA Inc. HDEC0319D0003……..Jenkins Group Inc. HDEC0319D0004……..Tetra Tech Inc. HDEC0319D0005……..KZF Design Inc. Type A services: Architectural and Engineering studies, conceptual development, photographic documentation, design and product research, field investigations, program verification, site surveys and analysis and miscellaneous evaluations as described in the particular task order.

Investigative services include, but not limited to, shop drawing approvals, life safety egress plans, hazards analysis, extensive building code reviews (including fire, safety and accessibility), surveys of existing facilities, topographic and soil surveys as applicable, development of conceptual solutions, identification and testing of suspected asbestos, lead and PCB containing materials and verification of all dimensions, measurements and locations of existing facilities, utilities and equipment for the development of as built drawings as well as geospatial requirements.

Type B services: Design services required for the actual production and delivery of construction designs, plans, drawings, specifications and cost estimates. Fees for these services are limited by public law not exceed 6 percent of the estimated cost of construction. Type C services: Inspection and construction supervision services performed after award of the construction contract and up to the completion and final acceptance of the construction project.

Review of material submittals and ascertain that the work is properly executed in conformance with the contract drawings and specifications. Inspection of architectural, civil, structural, electrical, product refrigeration and mechanical systems. The Government intends to procure from only one source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in - (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any concerns with this intent to Sole Source may be submitted for consideration by the Government to Contracting Officer, Richard Delgado, at Richard.Delgado@deca.mil with the Notice ID number referenced in the subject line.
