This combined synopsis/solicitation is for commercial items and services prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued.1. The solicitation number is HQ003425RE071. This solicitation is a Request for Proposal (RFP).

2. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03.3. This acquisition will be competed as a Small Disadvantage Veteran Owned Small Business (SDVOSB) set-aside, in accordance with FAR 19.1405, utilizing FAR 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services and FAR 13.5-Simplified Procedures for Certain Commercial Products and Commercial Services.

The North American Industry Classification System (NAICS) code is 541990, ?All Other Professional, Scientific, and Technical Services,? and the small business size standard is $19.5M.The Washington Headquarters Services, Acquisition Directorate (WHS/AD), intends to procure professional support services for the Department of Defense Office of Strategic Capital, Capital Markets Team (CMT).

The Government anticipates awarding a hybrid contract with Firm Fixed Price (FFP) Contract Line-Item Number (CLIN) for services and Time and Materials (CLIN) for Travel. The contract will include an 11-month base period and four (4) 12-month option periods. The effort will include a 14-day phase-in period prior to the start of the base period.

The anticipated performance start of the phase in period is August 1, 2025, with the base period beginning on August 16, 2025. The Contractor shall commence services after contract award.
