Washington Headquarters Services / Acquisition Directorate (WHS/AD) is releasing this solicitation, electronically only, via the Procurement Integrated Enterprise Environment (PIEE) web platform: https://piee.eb.mil/. This electronic version of the Request for Proposal (RFP) is the official version for this acquisition. No hard copy of this Solicitation will be issued. Offerors will be notified of any and all applicable amendments to this Solicitation electronically.

Offerors shall submit their Proposal electronically. Any Proposal received after the due date and time specified for receipt will be considered late and will be rejected. Electronic transmission to a Government system is not instantaneous and delays in transmission often occur. Offerors are solely responsible for ensuring its proposal is successfully submitted and received by the proposal due date and time.

The Government takes no responsibility for any delays in the transmission of an Offeror?s electronic submission. The Government also takes no responsibility for any offers not received due to technical, systemic, or server issues. This procurement will be solicited as a competitive, 100% women-owned small business (WOSB) set-aside in accordance with Federal Acquisition Regulation (FAR) Subpart 16.5 ? Indefinite Delivery Contracts, utilizing NAICS code 611519 ? Other Technical and Trade Schools, with a Small Business Size Standard of $21,000,000.00.
