The National Geospatial Intelligence Agency (NGA) intends to issue a sole source contract to MORSECORP, Inc. (MORSE), 101 Main Street, 14th Floor, Cambridge, MA 02142, to perform independent Test and Evaluation (T&E) of GEOINT AI models, AI Enabled Systems, and Human-Machine Teams; and to maintain existing T&E infrastructure deployed to NGA cloud environments. The anticipated period of performance of the contract consists of a base period of nine months plus three 3-month option periods.
The proposed contract will provide continued T&E services to NGA and allow sufficient time to complete the procurement process for NGA’s follow-on enterprise T&E effort, EVERGLADES. MORSE is the incumbent contractor providing T&E services to NGA under contract number W911QX22C0029 awarded by the Army Research Laboratory. The statutory authority of this proposed procurement is 10 U.S.C.
3204(a)(1), as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
Pursuant to FAR 6.302-1(a)(2)(iii), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition; or unacceptable delays in fulfilling the agency’s requirements.
THIS NOTICE OF INTENT TO SOLE SOURCE IS IN ACCORDANCE WITH FAR 5.2 AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible sources may identify their interest and capabilities to this requirement. A determination by the Government not to compete this action based on responses to this notice is solely within the discretion of the Government. The Government will not be responsible for costs incurred by interested parties in responding to this notice.
