3204(a)(3)(B), and implemented by FAR 6.302-3, “the head of an agency may use procedures other than competitive procedures only when- it is necessary to award the contract to a particular source or sources in order to- establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.” The anticipated contractor will provide NGA with non-proprietary and independent and objective Research and Development (R&D), Test and Evaluation (RDT&E), systems engineering, and other engineering capabilities required by NGA, which may include, but is not limited to, Geo-intelligence (GEOINT) tools and software code.

UARCs were formally established by the Office of the Under Secretary of Defense for Research and Engineering (USD(R&E)), to ensure that essential engineering and technology capabilities of particular importance to the DoD are maintained. These not-for-profit organizations maintain essential research, development and engineering “core” capabilities; maintain long-term strategic relationships with their DoD sponsors; and operate in the public interest, free from real or perceived conflicts of interest.
The ordering period for the proposed contract is 60-months from the date of contract award. This notice is in accordance with FAR 5.201 and 5.203, and is not a request for competitive proposals.
