This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for project planning purposes. The NIDA seeks information on commercial off-the-shelf (COTS) procurement software system for processing Federal Government task/delivery orders under indefinite-delivery, indefinite-quantity (IDIQ) contract vehicles awarded in accordance with FAR Subpart 16.5.

Address availability of the following features for FAR Task Ordering Procedures: End-to-end / full life-cycle FAR-based ordering system for workflow automation Requirements development Solicitation Question and answer Amendments Discussions / negotiation Evaluation / source selection Award Award notification Contract administration Website to support contract vehicle Administration of task/delivery orders Types of reports available Real time reporting capabilities File export features for contract file documentation (e.g. zip files) Ability to make changes to workflow, text, users FedRAMP-certified cloud solution FISMA compliance Customer service Training Provide Information on the below:

Billing model / pricing structure, for COTS system, and for additional features Standard timeline to go from project initiation to project implementation Experience with successful implementation of system for Federal Government agencies Experience with successful implementation of system for Federal Government users across more than one Government agency or sub-agency Experience integrating with other Federal Government systems, such as agency directories, contract applications and writing systems, budget systems, etc. Clarify which features are commercial off-the-shelf (COTS), which features would be considered minor modifications, and which features would be considered custom Small Business Size Status Disclaimer and Important Notes.

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed.

Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

Any solicitation resulting from the analysis of information obtained will be announced to the public in Sam.gov in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
