Commercial Solutions Opening Type: This is initial call announcement under NeedipeDIA CSO.

First Step:

WHITE PAPER DUE DATE AND TIME: 2-page White Papers will be accepted until 7 May 2025 at 2359/11:59 pm ET. White Papers may be submitted at any time during this period. White Papers received after specified date and time will not be considered for selection. Interested vendors can submit questions/inquiries to iljun.yun@dodiis.mil by 15 April 2025. Virginia Contracting Activity (VACA) will publish all received questions and VACA’s responses in SAM.gov by 18 April 2025. All white papers shall be made to the designated Submission POCs below. White paper submission may result in follow-on engagement with tentative date to be determined and announced.

Second Step:

PROPOSAL DUE DATE AND TIME: In accordance with this Call, VACA will down select vendors from the first step to submit a Step 2 proposal. Proposal instruction will be provided in a separately issued Requests for Proposal (RFPs). Proposal is due by TBD.

Submission POC: White Papers must be submitted via email to Ideas2Action@dodiis.mil. General Overview Task Force SABRE (TFS) is a limited duration organization charted to provide the Defense Intelligence Agency (DIA) with foundational, enterprise-wide Artificial Intelligence (AI) capabilities while accelerating adoption.

TFS will establish conditions which ensure widespread adoption of AI in DIA, ensuring the Agency outpaces our adversaries and provides warfighters with decision advantage in the era of Artificial General Intelligence and Agentic AI. The TFS seeks revolutionary or innovative AI/ML prototype project, as defined in 10 U.S.C 4022(e)(5), focusing on the next generation of capabilities and platforms to outpace strategic competitors and advance enterprise integration.

Competitive submissions will develop and demonstrate new AI/ML capabilities currently not resident in legacy systems, but may significantly improve existing capabilities, and/or will apply techniques developed for commercial or non-intelligence applications to current intelligence gaps in an ingenious manner (i.e., innovation). Potential projects will be considered if the benefits clearly outweigh the cost and time involved to mature innovative prototype into functioning AI/ML capabilities.

Target TFS AI/ML White Paper Submission and Evaluation Milestone: 07 April 2025……..CSO CALL posted in SAM.gov 07 April 2025……..White Paper submission and Questions/Inquiries period begins 15 April 2025……..Final date to submit Questions/Inquiries 18 April 2025……..Response to Questions/Inquiries will be posted in SAM.gov 07 May 2025……..Window closes at 11:59pm ET for White Paper Submissions 30 June 2025………Offerors receive Government intent to proceed or not-to-proceed to follow-on engagements 8 July 2025 ………Window for follow on engagement from Government opens 11 July 2025 ………Window for follow on Engagement from Government closes TBD ………Offerors receive Government intent to proceed or not-to-proceed to Request for Technical and Cost/Price Proposals TBD ………Request for Technical and Cost/Price Proposals released TBD ………Proposals due by 11:59pm ET TBD ….…..Award date (subject to change based on availability of funds) Though some Target Gap (TG) may require unclassified work, offerors must be able to work with and store classified information at the level appropriate for the work to be performed, possibly up to and including Top Secrete // SCI.

Therefore, the potential offeror must have identified workforce with the appropriate security clearances (or the ability to obtain the appropriate clearances in time for execution of the project), and must at the time of proposal submission have access to a facility to store and process material at the level appropriate for the work to be performed, possibly up to and including Top Secret // SCI.

If offeror intends to perform classified work at their facility (or subcontractor or sub-awardee’s facility), they will need to provide a Facility Accreditation Letter (FAL) for each facility to the Contracting Officer/Agreements Officer by no later than (NLT) contract/agreement award (date TBD).

This CSO call may result in the award of FAR-based contract, Other Transaction Agreement (OTA) under 10 USC 4022. VACA intends to follow the process identified in the NeedipeDIA CSO unless otherwise noted or annotated in this Call. VACA is not obligated to make any awards as a result of this Call and all awards are explicitly subject to the availability of funds and successful negotiations.

The Government is not responsible for any monies expended by any vendor prior to the issuance of any awarded contract/agreement. This Call could result in the potential award of a follow-on production contract or OTA. VACA reserves the right to modify the solicitation requirements of this CSO Call at its sole discretion. Vendors are responsible for monitoring SAM.gov for any amendments to this Call that may have updated information. Please ensure NeedipeDIA CSO Call Announcement located in attachments and any questions should be directed to the POCs listed in the attachment.
