This is not a request for proposal. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. This Sources Sought/Request for Information is in support of Naval Special Warfare Command (NSWC). This announcement is issued in accordance with Federal Acquisition Regulation (FAR) Part 10 and is not to be interpreted as a commitment by the Government that a procurement action will be issued.

This notice shall not be construed as a Request for Proposal or as an obligation on part of the Government. No entitlement to payment will arise as a result of the submission of contractor information. Any information submitted by companies to this Sources Sought/Request for Information shall be voluntary.

1. Sources Sought Request: NSWC requires Tactical Ground Mobility (TGM) driver training and is seeking out sources capable of providing professional driving instruction that satisfies NSWC TGM training requirements.

General Scope: The Contractor shall provide the personnel, management, materials, equipment and facilities necessary to provide training that is not otherwise provided by the Government as Government Furnished Property (GFP). Contractor facility must be within 400 driving miles of San Diego, CA.

Contractor shall develop and perform TGM driver Course of Instruction (COI) that provides training on the Light Tactical All-Terrain Vehicle (LTATV), Polaris MRZR or Polaris MRDA; the GMV 1.0/HMMWV or Joint Light Tactical Vehicle (JLTV) made by Oshkosh Defense or AM General; and the GMV 1.1 (General Dynamics Flyer).

The COI shall start with introductory operations and capabilities including basic familiarization, basic field repair, driving fundamentals on unimproved roads and off-road terrain, obstacle negotiation, vehicle recovery, and mechanical instruction. Contractor shall develop the COI to incorporate trailer towing and reversing classroom training and practical skills.

Towing and reversing classroom training and practical skills of the Mobile Sentry or similar towable trailer shall be on unimproved roads and off-road terrains, obstacle negotiation, recovery and basic field repair. Contractor shall ensure personnel conducting training do so IAW local and federal laws. Contractor shall have all required permits and authorities in place to conduct training with all vehicles meeting safety and motor vehicle/racing industry standards.

These include BLM or State permits (when necessary), and Federal Motor Vehicle Safety (FVMS) standards, Department of Transportation (DOT), or other standards for equipment used (i.e. seats, safety restraints, etc.).
