This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement of solicitation number H9224024R0006 issued by Naval Special Warfare Command (NSW) for a 3-year Single Award FFP IDIQ in support of FAA Flight Training. This constitutes the only solicitation.

The solicitation is issued electronically via SAM.gov and interested parties must comply with that announcement. Interested offerors should monitor SAM.gov for the release of the solicitation and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov. All responsible sources may submit a quote, which the agency shall consider.

This acquisition is 100% small business set aside under North American Industrial Classification System (NAICS) code for this procurement is 611512, with a small business size standard of $34 million. Parties interested in submitting a proposal are highly encouraged to review all solicitation documents and attachments in its entirety to ensure compliant proposalsubmittal. In accordance with Attachment 1 - Performance Work Statement intereset parties shall be within 50 miles of Virginina Beach/Suffolk, VA area.

Offerors may submit written questions during the proposal preparation period. All questions shall be submitted electronically to Emily.lonigro@socom.mil and must be received no later than 10:00 A.M. (EDT) on 13 May 2024 to allow adequate time to prepare a response prior to the date and time set for receipt of quotes. Only written questions will receive a response.

It is required that each question shall include the document name, document date, specific page, paragraph, clause, or other definitive citation requiring clarification. All questions shall be directed to the Contracting Office by email, citing the following subject line: "H92240-24-R-0006_OFFEROR NAME_Question”.

Proposals are due no later than 10:00 A.M.(EDT) on 20 May 2024. The proposals shall be valid for no less than 180 days from the date of RFP closing; a statement affirming this fact shall be included in the Introduction. Proposals shall be submitted electronically to Emily.lonigro@socom.mil. Email is the only acceptable method of submission. No facsimile quotes will be accepted. Submission of a quote(s) through the SAM system is not permitted.

All quotes shall be directed to the Contracting Office by email, citing the following subject line: "H92240-24-R-0006_OFFEROR NAME”. Electronic quotes shall contain separate files for each volume and shall be labeled as follows “H92240-24-R-0006_OFFEROR NAME_VOL X”. Individual emails shall not exceed 10MB.The Contracting Team will confirm receipt of Offerors proposals. If Offerors do not recieve confirmation, it can assume its proposal was not received. Wage Determinations.

Pilots/Flight Instructors are subject to the Service Contract Act (SCA) in which minimum wages and fringe benefits prevail. The Offerors shall utilize the applicable Wage Determination found online at https://wdolhome.sam.gov Upon award, the initial Task Order is anticipated to be awarded with 5 days in support of the kick off meeting. Offerors are notified that Terms and conditions, including selection and award information, are contained within the solicitation documents and attachments hereto. This combined synopsis/solicitation shall not be construed as a contract, a commitment to contract, or a commitment by the Government incurring an obligation of any kind.
