NOTICE OF INTENT TO SOLE SOURCE: This notice is being published in accordance with Federal Acquisition Regulation(FAR) Subpart 5.203 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Government's intent to negotiate a Firm Fixed Price sole source contract with Survival Systems USA, Inc., located at 144 Tower Avenue, Groton, Connecticut 06340-5326, United States.

The U.S. Army Special Operations Aviation Command (USASOAC) requires contractor provided program management, aquatics survival training, aircraft egress training and Programs of Instruction (POI) development, and Allision Aquatic Training Facility (AATF) equipment preventative maintenance, inspection, and as-needed repairs. The contractor shall provide all personnel, supervision, equipment, tools, and supplies necessary to provide these services.

The Period of Performance shall be a twelve-month base year plus two (2) twelve-month option years. Survival Systems USA, Inc. is the only qualified distributor for OEM parts on installed equipment. The NAICS for this acquisition is 611512 “Flight Training” and the PSC is U099. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals.

A determination by the Government not to compete the proposed effort on a full and open competition basis is solely within the discretion of the Government. However, all responsible sources may submit a capability statement demonstration the ability to provide the requested services. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided.

No request for capability briefings will be honored. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future actions. Interested organizations may submit information for consideration of their capabilities and qualifications for future requirement by 24 December 2024 @ 1300 EST.
