Request for Information (RFI) / Sources Sought Notice

Internal Revenue Service Acquisition Policy (IRSAP)1005 "PUBLICIZING CONTRACT ACTIONS" requires the contracting officer to publicize all proposed contract actions (solicitations, request for quotation (RFQ), request for information (RFI) and request for proposals (RFP)) to the Government Wide Point of Entry (GPE) in addition to publicizing on GSA eBuy and other applicable portals.

The Department of Treasury has a requirement to establish a Blanket Purchase Agreement (BPA) for the procurement and utilization of identity verification and authentication solutions as a federated login, gating user access to the online services of the U.S. Department of the Treasury. The Government intends to distribute any resultant solicitation solely through General Services Administration’s (GSA) Multiple Award Schedule (MAS), SIN (to be determined).

All future information about this acquisition, including solicitation amendments, will also be distributed solely through www.gsa.ebuy.gov. A Market Research As a Service (MRAS) Request for Information (RFI) has also been posted for this requirement titled “RFQ1757521”. Interested parties are responsible for monitoring that site to ensure that they have the most up-to-date information about this acquisition.

The closing date of RFI is 10:00 am ET 19 May 2025. No telephone requests, written requests, or questions will be accepted outside of the GSA eBuy site. This notice is issued solely for information and planning purposes, is not a solicitation, and does not constitute a commitment to or by the Government. Information submitted in response to any RFI is voluntary. All information provided will be held in a confidential manner and will only be used to assist the Government in developing its acquisition strategy.

The Government will not pay for information, nor will it compensate any respondent for cost incurred in developing the information provided. Treasury reserves the right to contact individual companies for additional information.
