The F-35 Lightning II Joint Program Office (JPO) intends to issue a contract on a sole source basis to RTX Corporation, Pratt and Whitney Military Engines, East Hartford, CT to procure the following supplies and services: ; unit and depot F135 propulsion systems peculiar Support Equipment, Packaging, Handling, Shipping, and Transportation (PHS&T) and test cell materiel; new F135 propulsion systems sustainment requirements; F135 propulsion systems training requirements; new technical data and provisioning requirements; new security and risk management framework (RMF) requirements; new autonomic logistics information system (ALIS) and operational data integrated network (ODIN) requirements; and new tri-services, Cooperative Program Partners, and Foreign Military Sales FMS unique requirements.
This will also include non-recurring engineering efforts associated with repair development and limits expansion. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
RTX Corporation, Pratt and Whitney Military Engines, is the original designer, developer, and manufacturer of the F135 propulsion system. The contract is anticipated to be awarded in September of 2026 and supports the F-35 JPO, U.S. Services (USAF, USN, USMC), Cooperative Program Partners, and Foreign Military Sales Customers. This notice of intent is neither a request for proposal nor a solicitation of offers.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government reserves the right to process this procurement action on a sole source basis.
