NOTICE OF INTENT TO SOLE SOURCE This is a “Notice of Intent to Sole Source” announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information.
This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized or appropriated for this effort. The Department of Homeland Security (DHS) Cybersecurity & Infrastructure Security Agency’s Chief of Contracting Office (CISA/COCO) intends to procure on a sole source basis with MatchPace, LLC for an MatchPace, LLC Licensing Agreement.
CISA requires MatchPace LLC Licensing to obtain access to online learning and training to support the CSA ECD mission. This Licensing Agreement will provide DHS CISA ECD access to specialized group training resources and support for one-hundred and twenty (120) federal employees to align federal government personnel with CISA leadership principles and the Emergency Communications Division 2033 Vision.
In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. The Government anticipates the award of a firm-fixed price purchase order. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.
The acquisition will be conducted through the FAR Part 8.4 Ordering through Federal Supply Schedules. The North American Industry Classification System (NAICS) Code for this requirement is 611430 Professional and Management Development services. Size standard is $15M. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available. Closing date for submitting a capability statement is August 2, 2024 at 3:00 pm Eastern Time.
