Support, Technical, Oversight, Review, and Monitoring (STORM)

The purpose of this Pre-Solicitation Notice is to exchange information with industry for the anticipated re-compete of the U.S. Department of Transportation’s (DOT), Federal Railroad Administration's (FRA) requirement for professional services which is formerly known as Monitoring Technical Assistance and Support (MTAS). This requirement is now known as Support, Technical, Oversight, Review, and Monitoring (STORM).

These non-personal professional services support the Office of Rail Program Development, Guidance and Capacity Building Division and provides administration and oversight of Support, Technical, Oversight, Review, and Monitoring (STORM) for grants, loans, and other projects.

Interested Vendors with a General Services Administration (GSA), Multiple Award Schedule (MAS) for Professional Services under The North American Industry Classification System (NAICS) is 541330, Engineering Services are encouraged to submit a quotation once the formal Request for Quote (RFQ) is posted on the General Services Administration's (GSA) eBuy at https://www.ebuy.gsa.gov/ebuy/. It is anticipated that multiple Blanket Purchase Agreements (BPAs) will be awarded.

The multiple awarded BPAs will have an ordering period of five (5) years. The anticipated start date is on or about August 23, 2024, and end on or about August 22, 2029. Any questions concerning this special notice may be submitted to:
