The Federal Housing Finance Agency (FHFA) intends to award a sole source purchase order to Moody’s Analytics, Inc. (Moody’s) under the authority of FAR 13.106-1(b)(2), "Soliciting from a single source.” The Contractor shall provide licenses and maintenance of its residential and commercial structured finance transactions modeling, and whole loans credit risk modeling platform. The Government anticipates a single purchase order with firm-fixed-price (FFP) contract line item numbers (CLINs).

The purchase order will be for one (1) base year of performance and potentially four (4) one-year option periods of performance. The anticipated start date of performance is 15 April 2025. Moody’s product is the only known product to provide all the specific attributes necessary to fully meet FHFA’s requirements. This is not a request for quotations nor a solicitation for offers. No formal solicitation package is available.

Interested sources may identify their interest and capability to respond to the requirement and must furnish detailed information concerning their capabilities to provide the services sought sufficient to determine that a comparable source to the Government is available. Responses must be supported with clear and convincing evidence establishing the vendor’s ability to provide the services outlined in this notice.

The Government will not seek additional information from your company if you fail to provide sufficient evidence of having capabilities to meet the Government's needs. The Government will consider all capability statements submitted. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.

The North American Industry Classification System (NAICS) code for this requirement is 519290, Web Search Portals and All Other Information Services, with a small business size standard of 1,000 employees. Only written responses sent via electronic mail to Jennifer.Sellers@fhfa.gov will be accepted. The responses shall be received no later than the response date and time indicated in this Special Notice. The Government will not be responsible for any costs in the preparation of responses to this notice.
