Credit Risk Transactions Analytics Tool

The Federal Housing Finance Agency (FHFA) intends to award a sole source purchase order to Milliman, Inc. under the authority of FAR 13.106-1(b)(2), "Soliciting from a single source.” The anticipated base year period of performance is from 4/1/2025 – 3/31/2026 with 4 additional optional years.

The Contractor shall provide a COTS credit risk transactions (CRT) analytics tool/platform to assist FHFA in executing its oversight responsibilities and supporting executive decision making of the CRT programs and ad hoc customization services to the COTS CRT analytic tool. This action will be a mixed firm-fixed price and labor-hour purchase order. Milliman’s CRT product is the only known product to provide all the specific attributes necessary to fully meet FHFA’s requirements.

This is not a request for quotations nor a solicitation for offers. No formal solicitation package is available. Interested sources may identify their interest and capability to respond to the requirement and must furnish detailed information concerning their capabilities to provide the services sought sufficient to determine that a comparable source to the Government is available.

Responses must be supported with clear and convincing evidence establishing the vendor’s ability to provide the services outlined in this notice. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having capabilities to meet the Government's needs. The Government will consider all capability statements submitted.

A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. The applicable NAICS code is 561450, Credit Bureaus, with a small business size standard of $41,000,000.00. The responses shall be received no later than the response date and time indicated in this Special Notice. The Government will not be responsible for any costs in the preparation of responses to this notice.
