Notice of Intent to Award a Sole Source Contract – FDA-121215 Description: Preventive Maintenance, Repair and Operation Qualification Service for CETI-8 Cigarette Smoking Machine The Food and Drug Administration (FDA) intends to make a Sole Source award to GD USA Inc. dba Cerulean for Preventive Maintenance, Repair and Operation Qualification Service for CETI-8 Cigarette Smoking Machine.

In accordance with the authority under FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. NAICS code is 811210 – Other Electronic and Precision Equipment Repair and Maintenance. The period of performance will be for a total of 5 years (Base year plus 4 option years). This notice is not a request for competitive proposals.

However, any party that believes it is capable of meeting this requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement.

A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued to GD USA Inc. dba Cerulean within approximately fifteen (15) days after the closing date of this notice unless the Government determines that any other organization has the capacity to meet this requirement.
