Special Notice: FD-2025-066 NOAA/NMFS/NWFSC The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center, intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Texas A&M University Corpus Christi of Corpus Christi, Texas to procure the following:

The focus of this requirement is for up to 156 marine mammal tissues from various tissue types (e.g., blubber, muscle, liver) will be extracted and quantitatively analyzed for twenty-five PFAS compounds listed in Table 1. The data from this service will provide important information about PFAS burden in protected species and support their health assessments and recovery efforts, a key NMFS mission.

The analytical service contract should cover the extraction/cleanup of provided a minimum of 120 samples and the quantifications of 25 PFAS compounds.PFAS should be analyzed with high-performance liquid chromatography coupled to a triple quadrupole mass spectrometer equipped with an electrospray ionization. Quality control samples such as method blank, matrix spikes, standard reference materials (SRM), and duplicate samples should be included.

The samples used in matrix spikes can be SRM similar to the provided field samples or the selected field samples. The deliverables are analytical reports detailing analytical data of the field samples and quality control samples, associated with narratives explaining QA/QC and unusual analytical results. The applicable Size Standard is North American Industry Classification System (NAICS) Code 541380, with a Small Business size standard of $19M. The Government intends to negotiate a firm fixed price contract.

This Special Notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing. Submissions are due within 15 days of this posting. Oral communications are not acceptable in response to this notice. Responses may be emailed to Suzanne.Johnston@noaa.gov.

Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only can Texas A&M University Corpus Christi can provide the requirement stated above.
