The Government reserves the right to amend the solicitation to allow all offerors an opportunity to submit revised proposals based on the revised requirements.** 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The Simplified Acquisition Procedures (FAR 13) will be used for equirement. Secret Clearance is required to receive Complete Statement of Requirements; Information that is considered Controlled Unclassified Information (CUI) is redacted from this public notice.

Interested parties who believe they can meet all the requirements for the items described in this solicitation are invited to submit, in writing, a complete quote. 4. Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation.

This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2025-5, DFARS Change 17 Jan 25 and DAFFARS Change 16 Oct 24. 6. THIS REQUIREMENT WILL BE: Full and open competition, Firm – Fixed Price Contract.

Description of services to be acquired: The United States Air Force (USAF) Test Pilot School (TPS) is where the Air Force’s top pilots, navigators, and engineers learn how to conduct flight tests and generate the data needed to carry out test missions.
The Research and Development Division has a requirement for an Active Electronically Scanned Array (AESA) radar and associated engineering logistics support to install on the X-62A Variable Stability In-Flight Simulator Test Aircraft (VISTA) -- operated by the USAF TPS at Edwards AFB, CA. The X-62A VISTA is a critical part of the USAF TPS curriculum and USAF research efforts.
Specifically: Engineering logistics support includes working with the other VISTA support companies to assist in the engineering needed to install the AESA radar and the follow-on work (spares, data analysis, etc.) typically needed to support and troubleshoot the X-62A developmental radar throughout the next phase of the X-62A VISTA test program, termed the Mission System Upgrade and includes the addition of the AESA radar.

No exceptions will be made. Upon verification of your security clearance, interested vendors will receive complete Statement of Requirements. The contractor shall ensure that all deliverables, including software, documentation, and models, are properly classified and marked according to the relevant security guidelines. 10.
