Evaluation Criteria Context In accordance with the solicitation and FAR provision 52.212-2, Evaluation--Commercial Products and Commercial Services, the Government evaluated received offers based on two factors: Price and Delivery. As explicitly stated in the solicitation, these two factors are of equal importance. The Government's objective was to select the proposal that represents the best overall value, weighing the financial cost equally against the operational schedule.
