This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, see attached request for quote (RFQ). The Simplified Acquisition Procedures (FAR 13) will be used for this requirement.

This Amendment (Posted 25 Aug 2024) to the SAM.Gov Solicitiation-FA930224Q0065 is only to extend the Solicitation due date to 5 Sep 2024, 5;00 pm PST. As of now the quotes are due by the 5 Sep 2024, 5:00 pm PST. Pending changes are forthcoming to be published very soon.

This Amendment (posted 17 Aug 2024) to the SAM.Gov Solicitation-FA930224Q0065 is to extend the Solicitation due date to 27 Aug 2024, 5:00 pm PST. As of now, vendor quotes are due by 27 Aug 2024, however, pending forthcoming changes/decisions on information to be requested from the vendors, I.e. Solicitation CLIN 0001 for ‘Boxes,’ is no longer a requirement.

NOTE: Unfortunately, the Contract Writing System to generate the Solicitation Document (with the CLINS, Clauses, Attachments) is not available today. You will see the Updated Solicitation Document by NLT Tuesday 20 Aug 2024.

This is an Amendment (posted 8 Aug 2024) to provide Solicitation Amendment FA930224Q00650002 SF 30 with added FAR Clauses 52.212-1 & 52.212-2 for this Commercial Service Acquisition. Want to make sure to provide info regards to how the quotes will be evaluated. The FA930224Q00650002 SF 30 is hereby attached. Quotes will be evaluated based on the the following:

1. Technical Capability - Vendor will need you to provide a list of Tools intended for use to move certain items Weighing up to 700 lbs - please refer to the Statement of Work! *Vendor is to have and utilize a quality Book Cart (Library Cart) for this acquisition! * Proof or record that your business has moved Library’s equipment and contents (media) to another Library or to another location for resuming Library operation. This will be taken into consideration when evaluating quotes.

2. Price 3. Past Perfromance - Proof or record that your business has moved Library’s equipment and contents (media) to another Library or to another location for resuming Library operation. This will be taken into consideration when evaluating quotes. Attending the Site Visit is highly recommended and will be considered when evaluating the quotes. The time for submission of Personal information for access to the base has been extended to Friday 9 Aug 2024, 12 Noon PST.

We now know the information must be input the Base Visitor Control Center Database 72 hrs prior versus 3 business days. This provides alittle more time for vendors to decide and submit. Thanks for those who have provided the information! Otherwise, sorry for any inconvenience!

Otherwise, the Site Visit details below remain the same as stated below. **This is a 2nd Amendment to the Solicitation to provide a Spreadsheet of info to be completed by those attending the Site Visit on 13 Aug 2024, 1pm - 4 pm, Meeting at Bldg 1400 (Technical Library) Edwards AFB, CA, Please note: the infomation I will need sent to me ASAP is the following for entry to the Base: Last Name, First Name, DOB - MMDDYYYY, Driver's License #, and State of Issue, Last 4 of SSAN, and Confirmation Attendee is a U.S. Citizen.

This info is to be sent to me via email, and can be provided on the spreadsheet - will all be handled in a confidential and sensitive manner. NEED THIS INFO by no later than 8 Aug 2024 NLT 1pm Pacific Standard Time.** Offerors are required to submit their quote with enough information for the Government to evaluate the minimum requirements detailed in this combined synopsis/solicitation, including CAGE Code, DUNS Number, and date offer expires.

Contractors must fill out FA9302-24-Q-0065 attachment and complete all the provisions and provide pricing within attachment 2 within the RFQ for this combined synopsis/solicitation. Contractors must be registered in the System for Award Management (https://www.sam.gov) prior to award. Award shall not be delayed due to expired, or non-registered entities in SAM.gov. This solicitation is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2024-05, DPN 20240530, and DAFAC 2024-0612.

THIS REQUIREMENT WILL BE: 100% Small Business Set-Aside The North American Industry Classification System (NAICS) number for this acquisition is 484210 “Used Household and Office Goods Moving.” with a size standard of $34,000.000.00.

Description: Utilizing the best commercial and trade practices, contractor shall provide relocation services for 812 TSS/ENTL organization's library books and other library materials, as well as any associated equipment required to finalize the 812 TSS/ENTL move to the new 412 TENG Flight Test Engineering Laboratory (FTEL).

Moving support is required to pack and relocate library materials, equipment, boxes, furniture, safes, and other related items from the Technical Library, Bldg 1400, 307 East Popson Ave. Edwards, AFB CA to the FTEL, Bldg 2710 at Edwards AFB, CA. Experience in library moves is importatnt and desired. Industrial strength library book carts and covered transportation trucks are required.

The planned move date is between November 2024 and March 2025. Please see the attachments: Statement of Work, List of Items to be Moved and Photos of some specific items. Please see (Statement of Work (SOW), List is of Items to Move and Photos attached), for details. Place of delivery and acceptance is FOB Destination, Edwards AFB, CA 93524. Any/all delivery charges must be included in the quote for FOB Destination.

Again, the Period of Performance (POP) is anticipated to occur about 1 Nov 2024 or possibly as last as 1 Mar 2025, pending prerequisite proceeses to happen with New Facility (Bldg 2710). A SITE VIST WILL BE HOSTED AND FACILIATED at Edwards AFB for the Potential Offerors – 13 August 2024, at 1pm - 4pm. Vendors are to Meet at Building 1400, Room 106 (Technical Library).

Be sure to contact myself by 5 Aug 2024 or sooner to let me know you will be attending, as I will need to gather some information (to satisfy security measures) from you for entering the Base.
