This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR Subpart 13.5) will be used for requirement. (ii)

THIS REQUIRMENT WILL BE: 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) number for this acquisition is 333415 with a size standard of 1,250 employees. The applicable Product Service Code (PSC) is W041, Lease or Rental of Equipment—Refrigeration, Air Conditioning, and Air Circulating Equipment (v) Contract Line Item Number (CLIN) Nomenclature- The following (1) CLIN should include the total price for a (4) month rental with the unit price being monthly. See the model contract/solicitation titled (ATTACHMENT 1: Model Contract – FA930124Q0014) for more information:

CLIN 0001: Chiller Rental for Building 3810 at Edwards, AFB including: Onboard pump, Hoses for connections, 50 ft hose supply (connections) and return (output), All hoses need to be 4 inches in size, Electrical whips 100 feet long, Cam and groove adapters, in/out, Delivery and Pickup (vi)

Description: The Air Force Test Center (AFTC), 412th Test Wing Civil Engineering (412 CE/CEOES), Edwards AFB, CA requires Rental of Air Cooled 30 Ton Chiller on Main Base, Building 3810. The Contractor shall provide: Onboard pump 30 ton capacity only (increase or decrease in size will not work) Hoses for connections, 50 ft hose supply (input) and return (output), All hoses need to be 4 inches in size.

Electrical whips 100 feet long Cam and groove adapters, in/out Vendor will provide industry standard preventative maintenance (manufacture preventative maintenance requirements) and schedule with the PM. Vendor will also provide repairs due to wear and tear of the equipment. (vii) The anticipated contract will a 4 month rental as a Firm-Fixed-Price (FFP) Purchase Order.

The period of performance will be 25 July 2024 – 25 November 2024. (viii) The provision at 52.212-1, Instructions to Offerors – Commercial applies to this acquisition. (ix) The provision at 52.212-2 -- Evaluation -- Commercial Items applies to this acquisition. Please see below for addendum:

ADDENDUM to FAR 52.212-2 Basis For Contract Award: This will be awarded to the Lowest Price Technically Acceptable Offeror. Quotes will be reviewed in sequence with the lowest priced offer being evaluated first. The Program Manager will evaluate the quote based on the information outlined in the Statement of Objectives to determine technical acceptability on an acceptable/unacceptable basis. If a quote fails, it will be determined to be not technically acceptable, and the next quote will be evaluated. If the initial lowest price is found to be technically acceptable, evaluation stops, and award will be made to that vendor. Only one award will be made under this solicitation.

Additional FAR, DFARS, and AFFAR clauses and provisions that apply to this acquisition can be found in the attached model contract. (xii) No additional contract requirements or terms and conditions apply to this acquisition. There are no contract financing arrangements. There are no additional warranty requirements that are above and beyond what is consistent with customary commercial practices. (xiii) DPAS rating: Not Applicable (xiv) The date, time and place offers are due.
