Arnold Air Force Base, TN 37389 Set-Aside Status: This action is being conducted on a sole-source basis with PWCS, the Original Equipment Manufacturer (OEM). Requirement Description The Government intends to negotiate and award a firm-fixed-price purchase order on a sole-source basis to PWCS for the procurement of a turbofan engine component. This is a Commercial-Off-The-Shelf (COTS) item required to support critical operations at Arnold Air Force Base.
The basis for this sole-source determination is that PWCS is the only known source capable of meeting the Government's requirement. Market research, conducted via a Sources Sought notice and Request for Information, confirmed that PWCS is the OEM and the only vendor able to provide the item at a fair and reasonable price and within the required delivery schedule. A distributor's quote was determined to be uncompetitive in both price and lead time.
Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received within fifteen (15) days of the date of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. See Attachment to this synopsis for further details.
Special Considerations: Buy American (41 USC Ch. 83). This procurement is for an item manufactured in Canada. It is anticipated that this acquisition will be exempt from the Buy American statute under the U.S.-Canada-Mexico Agreement (USMCA) and reciprocal defense procurement agreements. Therefore, this procurement must be conducted in accordance with the provisions of the USMCA as implemented in RFO Part 25. Offers for products from other foreign sources will not be considered.
