AFTC/PZIA intends to solicit and negotiate with only one source, Control Center, Inc., in accordance with (IAW) FAR 19.1306 and as authorized by 10 U.S.C. 3204(a)(5) under the authority at 15 U.S.C. 657a, for the procurement of valves meeting the technical requirements specified in Attachments 1 - 4. As stipulated under 10 U.S.C. 3204(a)(5), the authority at 15 U.S.C. 657a may be used for sole source awards under the HUBZone program. NAICS code 332911 will be used to meet the subject requirement. Control Center, Inc. (CAGE code 0AVJ1) is a certified HUBZone small business under NAICS code 332911. As determined by the Contracting Officer, none of the exclusions at FAR 19.1304 apply, and:

1. There is not reasonable expectation, based on market research, that offers would be received from two or more HUBZone small business concerns;

2. The anticipated price of the contract will not exceed $7M under the manufacturing NAICS code 332911;

3. The requirement is not currently being performed by an 8(a) participant under the provisions of subpart 19.8 and has not been accepted as a requirement by the SBA under Subpart 19.8;

4. The HUBZone small business concern (Control Center, Inc.) has been determined to be a responsible contractor with respect to performance; and, 5. Award can be made at a fair and reasonable price. This notice of intent is not a request for competitive quotes.

However, the Government will consider all responses received electronically by 1:00 PM CDT, on 1 July 2024. A determination by the Government to not compete with this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement. If no favorable responses are received by the date/time mentioned above, a contract will be negotiated with the above-named source.
