Notice of Intent to Sole Source_NFAC 40x80 DAS Update

AFTC/PZIA located on Arnold AFB in Tennessee intends to solicit and negotiate with a single source, Jacobs Technology, Inc., 604 William Northern Blvd., Tullahoma, TN, 37388 (cage code 7EBH0), to award a single, firm-fixed price commercial service contract using the authority at 10 U.S.C 3204(a)(1), only one responsible source and no other services will satisfy agency requirements, to meet the Government’s requirement to update its VXI analog-to-digital chassis with modern hardware and to update its existing 40x80 Test SLATE data acquisition system (DAS) application software.

The 40x80 Test SLATE DAS application software is a proprietary system developed and owned by Jacobs. Replacing the VXI Technology DAS hardware and software driver requires specialized knowledge. Jacobs originally designed and developed the hardware and software interface to the VXI Technology systems and integrated into the Test SLATE application package.

As confirmed by Jacobs, no other manufacturer has access to the original interface software or Test SLATE application software to duplicate and enhance the acquisition speeds for the new National Instruments PXI hardware and software. Therefore, as determined by the Contracting Officer, Jacobs Technology, Inc. is the only responsible source that has the capability to meet the subject requirement, and no other services will satisfy agency requirements.

This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received electronically by 3:00 PM CDT, 28 March 2024. A determination by the Government to not compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement.
