AFTC/PZIA located at Arnold AFB, TN intends to solicit and negotiate with a single source, Applied Rigaku Technologies Inc. (CAGE code 5ZLU8), a large business vendor under NAICS code 334516, to award a new, firm-fixed priced purchase order to meet the Government's requirement for an Energy Dispersive XRF Spectrometer meeting the specifications outlined in Attachment 1 – Technical Specifications.

The authority at FAR 13.106-1(b)(1) permitting other than full and open competition is being applied to meet the subject requirement, as use of Simplified Acquisition Procedures IAW FAR Part 13 is being employed, the estimated value of the purchase does not exceed the Simplified Acquisition Threshold (SAT), and the Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive quotes.

However, the Government will consider all responses received electronically by 1:00 PM CDT on 21 October 2024. A determination by the Government to not compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement.
