AFTC/PZIA located at Arnold AFB, TN intends to solicit and negotiate with a single source, Pacific Instruments, Inc., 4080 Pike Lane, Concord, CA 94520 (cage code 33235), to award a single, firm-fixed price purchase order to meet the Government’s requirement for the repair and calibration of a quantity of 126, brand name Pacific Instruments 6160 amplifier cards that are used for its data acquisition system, as well as the repair of a quantity of two, brand name Pacific Instruments 6100U amplifier card chassis that these amplifiers are installed into.

As authorized by FAR 13.106-1(b)(1)(i), Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

The repair and calibration of the brand name Pacific Instruments amplifier cards and amplifier card chassis are needed in support Site Acceptance Testing that will be performed to validate new components of the NFAC Data System that are being installed under an existing contract.

NFAC’s current inventory of functional and calibrated amplifier cards and chassis cannot support the full scope of the Site Acceptance Test requirements; therefore, without this repair and calibration effort, completion of the Site Acceptance Testing will not be possible as there will not be enough functional components of the Data System to perform the test.

Since Pacific Instruments, Inc. is the Original Equipment Manufacturer (OEM) of the equipment, and to ensure the repair and calibration is accomplished in-time to meet the Site Acceptance Test described above, it is in the best interest of the Government to solicit and negotiate this requirement directly with Pacific Instruments, Inc. This notice of intent is not a request for competitive quotes.

However, the Government will consider all responses received electronically by 1:00 PM CDT on 3 September 2024. A determination by the Government to not compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement. If no favorable responses are received by the date mentioned above, a purchase order will be negotiated with the above-named source.
