UPDATED 17 MARCH 2025:

Amendment 0006 has been issued to update and/or remove clauses in accordance with (IAW) Class Deviation 2025-O0003 and 2025-O0004, revise Section L paragraph 2.5.2.6, correct rounding error in Appendix L-08 Labor Rates Table, and provide optional reference check lists for Factor 2 Small Business Participation. Please see SF-30 for all Instructions to Offerors. Offerors are advised that all final versions of documents are the documents of record. The Government will not be accepting any questions. Revised proposals are due 25 March 2025 at 2:00pm Central Standard Time.

UPDATED 30 OCTOBER 2024: The Government is aware of offerors receiving notices of late proposal submissions for those submitted after 1:00PM Central due to the recent time change. Any proposals submitted by 7 November 2024 by 2:00PM Central will be considered on time. Offerors may disregard any notifications received about a late submission if proposals were submitted by this time.

UPDATED 30 OCTOBER 2024:

Amendment 0005 has been issued to release the final round of Q&As and administrative changes to Sections L and M. All documents have been uploaded to the PIEE solicitation listing. The proposal due date remains 07 November 2024. Offerors are advised that all final versions of documents are the documents of record.

UPDATED 24 OCTOBER 2024:

Amendment 0004 has been issued to extend the proposal due date to 07 November 2024. An additional amendment addressing all questions received since the last release of Q&As will be released within the next few days. The Government will not be accepting any further questions for this requirement.

UPDATED 23 OCTOBER 2024: Issuance of Amendment 0004 is delayed but anticipated by 24 October 2024 to extend the proposal due date to 07 November 2024. The proposal due date on PIEE will align with SAM.gov once Amendment 0004 has been released. An additional amendment addressing all questions received since the last release of Q&A will be released at a later date. The Government will not be accepting any further questions for this requirement.

Proposals are not due 24 October 2025. UPDATED 22 OCTOBER 2024: The Government will issue Amendment 0004 no later than 29 October 2024 with a proposal due date of 07 November 2024. *No Attachments with this posting. Description of Requirement: This contract provides worldwide Design-Build (DB) and Design-Bid-Build (DBB) construction services. This contract has a full range of methods and technologies to support design and construction of new facilities, infrastructure; repair, renovate and/or restore existing facilities and infrastructure. Primary user is AFCEC, with potential users including: Air Force, Defense Logistics Agency Energy (DLA-E), Defense Distribution Center (DDC), DLA Environmental (DLA-ENV), National Aeronautics and Space Administration (NASA), National Security Agency (NSA), Defense Advanced Research Projects Agency (DARPA), U.S. Army, and U.S. Navy.

Place of Performance: Task orders are expected to be worldwide, including, but not limited to, Department of Defense (DoD) installations in the United States and European regions.
