This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Products and Commercial Services and FAR Part 13 Simplified Acquisition Procedures. Notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 1,250 employees. AFRL requires StreamCaster Lite radios with the following specifications:
Part Number: SL5220-235-O, StreamCaster Lite SL 5220 2x2 MIMO radio, 2 watt, 2200-2500MHz, QTY- 3 Part Number: SL52-OEMCBL-PWR-BC-241, 24-inch SL5200 OEM 2-pin JST to Blunt Cut power cable, QTY- 3 Part Number: SL52-OEMCBL-IO-ESUC-18I, 18-inch SL5200 OEM data cable.
Provides Ethernet, Serial, and USB Client (Type A male) connection (radio=Client), QTY-3 Part Number: SL52-RF-RASM-TNC-12I, RF cable 12-inches, RA SMPM jack, straight TNC (f) flange version, QTY-6 Part Number: AOV2D235515G-TM, Antenna, omni, 2dBi, dual S/C band, 2200-2500 MHz and 4400-5900 MHz, 3” gooseneck, TNC male, QTY- 2 Part Number: ABV3S235-R, Antenna, blade, 3 dBi, 2.2-2.5 GHz (round), QTY- 4 The Government intends to negotiate a sole-source award for this requirement with Silvus Technologies, 10990 Wilshire Blvd Ste 1500 Los Angeles, CA 90024. The Government has determined that no other company can meet the required specifications of NDAA compliant radios that are EW-hardened (upgradable), high-throughput, mesh-networking capable of operating on Group 2/3 UAVs without using 802.11x-based waveforms.
For these reasons, the Government has determined Silvus Technologies to be the sole-source provider of the required equipment. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
The Government anticipates an award date on or before 30 May 2025. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
