Base Infrastructure Modernization (BIM) IDIQ RFP

Offerors are requested to please withhold any comments/questions until the release of the actual RFP, planned for 22 March 2024. While this represents the Government's final draft of the document, Offerors are cautioned to ensure their proposals comply with the actual RFP. The information below is provided in accordance with FAR 5.207(a).

FA8726-23-R-B001 Contact Point: See bottom of notice Description: This IDIQ will establish a pool of qualified sources to modernize, operate, and maintain the network infrastructure on all Department of the Air Force locations, to include Guard and Reserve bases. It will feature a basic Ordering Period of 5 years, plus one 5-year optional ordering period and a total program ceiling of $12.5 billion. All responsible sources may submit a proposal which will be considered by the agency.

Offerors will need to be determined to be responsible according to the criteria at FAR 9.104-1 and be meet the definition of "qualifying offeror" as defined in FAR 2.101. Award will be made to all qualifying offerors, in accordance with FAR 15.304(c)(1)(ii). One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

Contract Line Items: The BIM IDIQ will utilize the following CLINs and contract types for use on Task Orders. "X" will vary based on the ordering period (basic or option) and "Y" will vary based on the contract type. Place of Contract Performance: The BIM IDIQ will require performance globally, within and outside of the United States.

Set-Aside Status: The BIM IDIQ will be competed on a full-and-open basis and will feature a Small Business Reserve of a minimum of 5 awards for 8(a) concerns, plus a minimum of 3 awards for each of the following:

HUBZone concerns, Women-Owned Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns, and Small Businesses not in a socioeconomic program.
