1. NOTICE This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting.

2. BACKGROUND AND SCOPE The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) and Contracting Office (AFLCMC/WISK) are conducting market research to identify possible sources capable of providing Submersible Outboard Engines and Ancillary Equipment for the Combat Rubber Raiding Craft (CRRC) boats for USAF operators.

Special Warfare (SW) personnel are required to conduct inflatable boat operations and training in accordance with Air Force Instruction (AFI) 10-3504, V2 and AFI 16-1202, CL-1. The Inflatable boat is further recognized in its own Unit Type Code (UTC) 81ERC0, STT CBT Rubber Raiding Craft as well as the 81ESC0, STT SCUBA Operations as a support boat for dive operations. The Submersible Outboard Engine must support these mission roles.

3. CAPABILITY REQUIREMENTS For each developmental and production system that addresses these capability gaps, please answer/state whether your solution meets the following capabilities/requirements. Key capabilities:

a. Shall propel craft with 1,500 pounds payload at a minimum speed of 15 knots in beaufort wind force rating of 3.

b. Shall be submersible to minimum 10 feet for 10 minutes.

c. Shall be capable of dewater and start within 10 minutes after submersion to 10 feet.

d. Shall survive air-deployment from 1,200 feet (list any certifications if applicable).

e. Shall have electric start with emergency pull-start capability.

f. Ancillary Equipment shall include:

Engine Service Cart; Engine Maintenance Kit; Lower Unit Service Tool; Safety Jet; Transom Plate g. Provide all additional specs and capabilities of proposed Submersible Outboard Motor and ancillary equipment. Please see attachment for instructions on responding to this Request for Information.
