C-17 Training System Fair Opportunity Proposal Request Released

On 22 April 2024, the Air Force Life Cycle Management Center, Simulators Division (AFLCMC/WNS) released Fair Opportunity Proposal Request (FOPR) FA8621-24-R-B002 for award of a Task Order (TO) to provide Contractor Logistics Support (CLS) services for the C-17 Training System. AFLCMC/WNS conducted market research from May 2022 through July 2023 including issuing multiple Requests for Information and conducting several Industry Days.

This market research led to the decision to satisfy the requirement via a competition under Federal Acquisition Regulation 16.505(b)(1) Fair Opportunity. The competition is restricted to Training System Acquisition (TSA) IV Indefinite Delivery/Indefinite Quantity contract vendors. The competitions is not set aside for small business and is open to all TSA IV vendors in the unrestricted pool. The FOPR is only accessible by TSA IV vendors.

Pursuant to issuance of the FOPR, the Government will not acknowledge receipt of or respond to any inquiry regarding this requirement other than from TSA IV vendors submitted through the established channels. After award of the TO (projected to be in the fourth quarter of 2024) the minimum information required by acquisition policy will be posted to the Federal Procurement Data System – Next Generation (FPDS-NG) at https://www.fpds.gov.
