FOB:
Destination Delivery: As stated in BOM, phased deliveries are acceptable. Full delivery required by 30 June 2025 Quotation shall include transportation charges from the shipping point of the supplier to the delivery destination specified in Table 2 Clauses: 52.213-4 Terms and Conditions—Simplified Acquisitions (Other Than Commercial Products and Commercial Services). IAW FAR 5.202 (a)(13), a pre-solicitation synopsis is not required.
Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized. Col(S) Paul W. Tinker, Deputy Director, Acquisition Excellence &Program Execution Directorate, AFLCMC/AQ-AZ has been appointed as Ombudsman.
The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting officer.

Potential offerors are advised that this invitation to propose does not constitute authorization to proceed and is not to be considered a contract, a promise to contract, or a commitment of any kind. Authorization to begin work shall be accomplished through a contractual agreement. A future contract with the Government is neither guaranteed nor implied.
