This posting is to provide notice of contract award for the BA-X Program Contract. This contract action was not awarded competitively IAW FAR 6.302-1 – 10 USC 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Butler Parachute Systems is the only company that can satisfy the USAF Form 1067 and the BA-X Program Specification Requirements.
The Butler Parachute Systems BA-30 is the only back-automatic, low-profile parachute capable of meeting all the Government's requirements, to include passing safe-to-fly testing, within USAF program objectives. Award to any other source would result in an unacceptable delay of delivery and cost the government exponentially more to test and determine safe-to-fly any other possible solution on the market. Description: The BA-X will replace current emergency back style parachutes which cause muscular and skeletal issues in both seated and standing aircrew because of excessive bulk and weight. The BA-X will be worn by aircrew during walk around applications on the B-52. The BA-X shall be a complete emergency bailout parachute system to include the features and accessories identified in Performance Specification document. The BA-X will be utilized in bailout, constant wear, and static line parachute applications for B-52 aircrew during flight in war and peace time. When not in storage, the BA-X will remain inside the aircraft until due for inspection.
